Public report of the State Tax Service for 2020 has been presented

Chairman of the STS Oleksiy Lyubchenko has presented Public report of the State Tax Service for 2020.

Results of work of the Tax service in 2020, positives and achievements have also also presented by the First Deputy Chairman of the STS Natalia Ruban, Deputy Chairmen of the STS Yevhen Oleinikov, Mikhail Titarchuk and Natalia Kalenichenko.

According to Oleksiy Lyubchenko, revenues from payments (balance) to the consolidated budget of Ukraine amounted to 848 billion UAH in 2020. This is 15.7% higher than in 2019.

The state budget received (balance) 567.4 billion UAH, which is 21.5% (100.5 billion UAH) more than in 2019.

Revenues (balance) to the general fund of the state budget amounted to 507.5 billion UAH. Indicative figure of the Ministry of Finance of Ukraine were exceeded by 10.7%. The special fund received 59.9 billion UAH.

Herewith, dynamics of implementation of planned indicators was recorded during the year. If in January – April 2020 the general fund of the state budget received 137.5 billion UAH (or 11.7 billion UAH less than expected), then during May – December 2020 the amount of 370 billion UAH was provided (60.8 billion UAH more than planned).

“All these achievements were carried out under a moratorium on audits and a decline in economic activity. At the same time, there was a difficult epidemiological situation, which, of course, affected all processes of our lives, including the tax sphere. Unformed staff, understaffing of management positions, late start of competitive recruitment (the first took place only in February 2020), weak material and technical base of the service. It was in such conditions of external and internal challenges that the first systemic changes had to be made” – emphasized Oleksiy Lyubchenko. 

Chairman of the STS is convinced that the STS has managed to achieve maximum efficiency in the use of its available resources and successful implementation of main tasks set for the STS in 2020 give grounds for a positive outlook for 2021.

“For 2 months of this year we can already state the over-fulfillment of indicative figures set by the Ministry of Finance of Ukraine by more than 3 billion UAH. Comparing to the same period last year (when there were no restrictions on audits and quarantine restrictions), these figures increased by more than 10 billion UAH” – emphasized Oleksiy Lyubchenko.

Chairman of the STS specified that the Tax service expects positive result regarding budget revenues both in the first quarter of this year and in 2021 as a whole.
