Natalia Kalenichenko: STS has digitized almost 99% of services

Deputy Chairman of the STS for Digital Development, Digital Transformations and Digitization Natalia Kalenichenko told during presentation how the STS implements digital transformation and digitalization in the taxation sphere.

“A lot has been done in 2020. Services that were only in projects are a reality today. As an example – it’s software registrar of calculated operations (RCO) in a smartphone. 61 thousand software RCOs were in operation for 5 months of 2020 and 112 million checks were received” – told Natalia Kalenichenko.

She also informed that 1646 taxpayers use the single account to pay taxes and 7.4 billion UAH was returned to 331 thousand taxpayers through the online overpaid service.

Since November 2020, the STS has introduced an electronic service “InfoTAX”, which as of the 1st of January provided 20 services. As of 1st of January 2021, more than 12 000 thousand are connected to the InfoTAX. This service was used by up to 26 thousand users for 2 months of 2021.

STS is also a provider of electronic trust services. About 2 million certificates were accompanied and 926 million timestamps were provided for electronic documents in 2020.

2.6 million taxpayers actively use electronic services. During the year, their number increased by 36%.

“Almost 99% of services have been digitized, while the number of services is constantly growing. Thus, only the number of administrative services in 2020 increased from 96 to 126 (+30 administrative services per year). We reached a record number” – stated Natalia Kalenichenko.

STS received and processed more than 7 billion electronic documents in 2020, as well as 6 billion fiscal documents from classic RCO, 112 million checks of software RCO, 481 million electronic taxpayers’ documents and 500 million documents generated in / Outgoing / STS.

At the same time, the STS provided 4.7 million services in the Taxpayer Service Centers, of which 1.2 million in the electronic form. Contact center of the STS provided 900 thousand services.

“Information systems work 24/7 and most services work 24/7/365. Given the volume, it is obvious the need to optimize processes in the further development of online services” – specified Natalia Kalenichenko.

Also, according to her, there is a need to introduce a single model of customer service by combining services provided by the Contact Center, Electronic Cabinet and the Taxpayer Service Centers and at the same time to introduce a knowledge management system for the use of services, tools and data of the STS.

The Ministry and Committee for Digital Transformation of Ukraine and the Ministry of Finance of Ukraine have already supported initiative of the STS, 3 projects and 17 subprojects are included in the catalog of digital transformation projects of the country. These are the “E-excise”, “e-RCO” and the largest project “e-taxes”, which contains 12 subprojects and 50 new online services.

“Our plans are really ambitious. 2021 is the STS with 100% online services, services with which it will be as convenient and easy to administer and pay taxes. Digital economy is a priority for the President of Ukraine, the Digital Transformation team and team of the State Tax Service” – stated Natalia Kalenichenko.
