STS and Office of Technical Assistance of the US Department of the Treasury considered plans for further cooperation

Chairman of the State Tax Service of Ukraine Oleksiy Lyubchenko and experts of Office of Technical Assistance of the US Department of the Treasury Ferris Fink, Phil Brand, Don Mainworning and Susan Stanley discussed during a meeting the state of implementation of cooperation work plan and the near future.

“It is a pleasure to feel professional support of our foreign colleagues in the implementation of reforms by the State Tax Service. According to Western experts, the STS has already made a significant progress in establishing principles and procedures for managing reforms, demonstrating readiness for a permanent open dialogue with taxpayers. As of today, Ukrainian business is ready to work out compliance in order to meet requirements of the time and be a conscientious taxpayer” – stated Oleksiy Lyubchenko.

Application of the best practices in process of functional organizational reform and project management at the STS, improving work of the Contact Center and control over transfer pricing were particularly discussed during event.

Experts of Office of Technical Assistance of the US Department of the Treasury noted a significant progress made by the STS in creating an effective change management program and implementing measures to create a single legal entity. This provided a basis for transformational reforms of both organizational structure of the STS and business processes in the service.

The OTA experts also completed analysis of work of the Contact Center, which lasted for three months. Analysis included comparison of real economic indicators, processes, procedures and organizational structure with their current state. Comparison of six functional areas was carried out with examples from the world best practice, as a result of which it was found that the Contact Center fully corresponds to them but the hardware and software need to be modernized. The OTA experts noted willingness of the STS to introduce the best practices, new ideas and technologies to improve level of service for taxpayers.

Parties discussed further cooperation measures to introduce the best practices in transfer pricing control, controlled by foreign companies and risk analysis.

The OTA experts also congratulated Oleksiy Lyubchenko on winning the competition and being appointed to the position of Chairman of the State Tax Service and assured of their readiness to continue effective cooperation.
