On Monday, the 21th of October 2019 Chairman of the State tax service of Ukraine had a meeting with members of the European Business Association. Chairman of the STS spoke about the first steps of reforming the STS and plans for the near future.
“At the beginning of October 2019, we launched the full start of activity of the Tax service. Despite such “reloading” of the tax authorities, we have fulfilled the budget revenue plan. And, importantly the taxpayers did not face inconveniences. We plan to complete the formation of the Tax service in the next three months” – said Serhii Verlanov.
According to him, the next step is to conduct the competitions for vacancies at the level of the central apparatus of the STS, then to select a new management of the territorial units.
“The purpose of these competitions is to find real professionals who can form their teams and implement the reforms. We need to provide quality service to the taxpayers, reduce the number of audits by increasing our analytical work. We also plan to increase the number of tax cases that will be won in the courts. It also means reducing the number of lawsuits because we will go to court only with strong position and background.” – ensured Serhii Verlanov.
During the meeting, participants discussed the most pressing issues that concern honest taxpayers today - the unshadowing of the economy, rhythmic reimbursement of the VAT, speeding up work on the bills of laws that protect interests of the business.
“We are open for communication, ready for criticism and constructiveness. Tax service is interested in a dialogue with the taxpayers, because we have the sole purpose - to provide favorable conditions for business. After all, if the business will not have good conditions, then it will not make money, and if it will not make money, then there will be no ground for collection of taxes.” – emphasized Chairman of the Tax service.
He also mentioned that currently there is quarterly planning at the Tax service. Current revenue flow situation is analyzed, probable risks are calculated and opportunities identified. In particular, it becomes possible to allocate the budget resources for the VAT reimbursement so that the taxpayers do not have a delay in refunding.
Changes in the RCO application system have also raised many questions from the business. Considering the signed laws, the business got the opportunity to use the software registrars of calculated operations as an alternative to classic cash registers.
“We are ready to offer free software of the latest RCO to business. Equal opportunities for all market participants are ensured, big business is able to develop their own software. As of today, we have three months to develop regulations to improve the software and suggest it for the use.” – said Serhii Verlanov.
At present, the taxpayers already can download free software available at official web portal of the STS, get acquainted with solutions offered by other participants in experiment trial of the newest RCO and use these products if needed.
Serhii Verlanov also stated that that such meetings with business will be systematic as they are a platform for reaching compromise decisions. At the end he thanked present attendants for conscientious payment of taxes and encouraged to develop the partnership.
