Joint design of new Tax Service’s model with clear steps for 2026 – 2027 was discussed during meetings between acting Head of the State Tax Service Lesya Karnaukh and team of the Office of Technical Assistance of the US Treasury Department (OTA), namely OTA Deputy Director Parvina Shamsieva-Cohen, OTA Project Manager Philip Brand and representatives of the US Embassy in Ukraine.
As Lesya Karnaukh noted, in January of this year, the State Tax Service renewed cooperation with OTA for the next two years to implement large-scale changes.
Over the course of several days, the State Tax Service’s team, together with international partners, reviewed in detail processes and specific solutions, both already implemented and planned for the near future. In particular: taxpayer registration, audit work, debt administration, taxpayer servicing and tax services.
“Cooperation is as practical as possible. The focus is on supporting systemic tax administration reforms, digitalization of processes and implementation of modern approaches to risk management and services for the taxpayers” – emphasized acting Head of the State Tax Service.
Direction of digital transformation.
According to Lesya Karnaukh, it is not only about implementation of modern IT solutions, but also a comprehensive change in approaches to tax administration. All processes must be transparent, managed and focused on the payer’s needs.
With support of the international partners, the State Tax Service has already implemented modern project and change management tools, which allowed more structured and scalable transformation.
Mapping the State Tax Service’s business processes.
“Priority will be given first and foremost to the key workflows. We have already begun detailed analysis of procedures for registering taxpayers, auditing, collecting tax debt and providing services” – acting Head of the State Tax Service outlined.
Separate direction is mapping and optimizing the taxpayer registration processes, as well as preparing technical solutions for modernization of the Electronic cabinet.
One more important cooperation direction is development of analytical tools. Particularly, development of the ITARIS IT platform for automated analysis of tax risks in the international taxation sphere is underway. The system will significantly reduce data processing time and increase efficiency of control over the international financial transactions.
Meetings participants paid significant attention to the implementation of risk-oriented approaches (CRM), development of electronic services, anti-corruption mechanisms, human resources potential and use of modern analytical tools, using artificial intelligence technologies.
“CRM development is the key to building trusting model of interaction with the payers. We want control to be based on risks and analytics, and honest business to receive maximum service and minimum intervention” – Lesya Karnaukh said.
Within cooperation framework between the State Tax Service and OTA, development of the tax debt management continues: electronic sending of payment instructions has already been implemented and solution has been prepared to automate collection processes.
Delegation of the Office of Technical Assistance of the US Treasury Department also got acquainted with work of the Tax Consultant Office in Kyiv. In general, this service is becoming increasingly popular among the users – to date, the Office’s specialists have already provided more than 85 thousand consultations to the taxpayers.
