Lesya Karnaukh: Ukrainians declared 35.1 billion of foreign income received in 2024

Ukrainian citizens declared 35.1 billion UAH of foreign income in 2024, which is 17.8 billion UAH more than in the previous year. Amount of the accrued personal income tax is 3.8 billion UAH, military levy – 535.8 million UAH. This was informed by acting Head of the State Tax Service Lesya Karnaukh during the international meeting “World Ukrainians: challenges and opportunities” at Office of the Human Rights Ombudsman of Ukraine. 

Event, organized by the Public Union “World Ukrainianism”, International Headquarters for Assistance to Ukrainians in partnership with the “Business Woman Club”, brought together 284 Ukrainians from 32 countries. Event participants discussed challenges for displaced people and how to improve the state’s interaction with them.

“The war has forced geography expansion of Ukrainians’ residence. All those who left for safer countries are our compatriots, whom we are waiting for at home and supporting abroad. Ukrainians around the world also fill our budget with resources for defense, declaring foreign income and paying taxes” – noted Lesya Karnaukh. 

She added that a number of certificates confirming status of a tax resident of Ukraine is growing annually. State Tax Service issued more than 21 thousand certificates last year. This year, there have been 12.5 thousand in 6 months.

Ukraine is working on double taxation agreements. If income taxes have already been paid abroad, they can be credited in Ukraine. It is also time to improve mechanisms for avoiding double taxation in connection with the new rules for multiple citizenship.

“State Tax Service strives to improve its services so that they are convenient and barrier-free in all aspects and also integrated with other state services. We will work with the Ministry of Foreign Affairs on the prospect of including necessary tax services in the e-Consul system” – emphasized acting Head of the State Tax Service. 

Lesya Karnaukh also emphasized important aspect that is worth knowing and around which horror stories and myths constantly arise – assistance received by citizens of Ukraine and their family members in connection with the war from foreign states, state funds, companies and organizations that carry out charitable activities is not subject to taxation. It is not included in the total taxable income until the martial law is cancelled.
