Ruslan Kravchenko: Taxpayers received reimbursement of 55.5 billion UAH of the VAT, which is 10.8 billion UAH more than the corresponding figure in 2024

Taxpayers have already received reimbursement of 55.5 billion UAH of the VAT as of May 1, 2025. This is what has already been actually transferred. This is 10.8 billion UAH more than for the same period in 2024 and 3.7 billion UAH more than the same figure in 2023 (51.8 billion UAH).

This was informed by Head of the State Tax Service of Ukraine Ruslan Kravchenko in the Telegram channel. 

“Regarding the balance. I will advise right away: stop hysterics and horror stories about “unstoppable growth”. Do not scare the country and everyone who has applied for the VAT reimbursement. The VAT balance that was in operation as of May 1 is 30.4 billion UAH” – emphasized Ruslan Kravchenko.

According to him:

4.4 billion UAH – the VAT amounts for which audits were completed from April 24 to 30 and applications were being processed by the Treasury. After amounts were agreed, these funds were reimbursed to the payers within 5 days;

14.5 billion UAH – the VAT amounts for which in-place audits are ongoing;

3.6 billion UAH – the VAT amounts for which documentary audits are ongoing;

7.7 billion UAH – the VAT amounts for which audit results are being agreed upon following administrative or judicial appeal.

“26 billion UAH is not about debt, but a normal working process, within which it is clearly stated what and when should be done (it is surprising that the alarmists did not know about this or deliberately forgot). By the way, this year the VAT amount declared for reimbursement increased to 63.5 billion UAH. Last year, this amount was 16 billion UAH less. Application amount was 27.5 billion UAH less in 2023 (36.1 billion UAH)” – stated Head of the State Tax Service.

He also noted that the number of applications has logically increased: 13 003 against 12 246 last year. More applications mean more operations. Number of applications was 10 207 in 2023.

Therefore, 26 billion UAH is the amount for which in-place, documentary audits or coordination of such audit results are ongoing. There can be no automatic reimbursement for it, because it can be reduced after audits or the court appeal.

This amount is not a debt for the VAT reimbursement!

Payers themselves submitted revised declarations to reduce amount by 0.4 billion UAH in May. Therefore, balance that was at the beginning of May has already decreased.

“The Tax Service is working; amounts, data and decisions change daily in the working process. Only hysterics of some individuals remain unchanged – they are as stable as ever. Therefore, the drama of “Non-reimbursement of the VAT” is canceled” – emphasized Ruslan Kravchenko.
