State Tax Service continues started course of reforms, the first results of which have already proved their effectiveness. This was stated by acting Chairman of the STS Yevhen Oleinikov during a meeting with representatives of the International Monetary Fund – senior economist of the IMF’s Budget Department Enriko Aav and the IMF external expert Dave Hartnett.
“STS continues to fulfill the set strategic goals. They have not changed and we understand the ultimate goal of changes and will implement all approaches to achieve it. It is gratifying that the IMF experts are interested in continuing and deepening our cooperation. For us, the expert assessment of our strategic partners, advisory support and exchange of information are very important, as these all allow us to comprehensively analyze systemic issues and make the right decisions.” – emphasized Yevhen Oleinikov.
Among the STS’s priorities is the further implementation of a single legal entity concept. Efficiency of built system of interaction of the central apparatus with territorial subdivisions will be evaluated, functions will be revised and their optimization for further effective work of each structural subdivision will be carried out.
Yevhen Oleinikov noted effectiveness of the reform in servicing large taxpayers. According to analysis, the redistribution of all companies that were served in the Large taxpayers office on a sectoral basis increased tax revenues from large business.
An important direction, according to acting Chairman of the STS, is also a systematization of all tax developments and transition to tax compliance, improving legal sphere of the STS’s activity.
Priorities are also being given to expanding the communicating tools with taxpayers so that actions of the STS are clear to them, particularly the commissioning of equipment for development and construction of a multifunctional contact center.
“We have identified clear directions for our work and must move forward quickly to achieve the end result. I am confident that proper implementation of reforms can achieve high practical results. STS has already demonstrated such results and we are continuing to work at the same high level” – specified Yevhen Oleinikov.
He also thanked Enriko Aav for the IMF’s report, which contains technical recommendations regarding the STS’s work, which allows to focus on those issues that need to be addressed as a matter of priority.
In turn, the IMF experts positively noted invariability of the ongoing course of reforms and assured of their further support.
Parties, during the meeting, agreed to further update the implementation plan for technical assistance in order to harmonize areas of the expert support with priorities identified by the STS.
