Involvement of best international practices and educational programs is very important for successful reforming of the STS - Serhii Verlanov

Prospects and priority directions for further cooperation were discussed today during the meeting of Chairman of the STS Serhii Verlanov with the Regional director of German Society for International Cooperation GIZ Ukraine Sabina Miuller and representatives of GIZ Ukraine, as well as with Dr. Tomas Mayer the Project Manager of “Good Governance”.

“At present the State tax service of Ukraine continues implementation of a number of projects intended to improve the taxpayer’s service and tax administration. Consequently, involvement of best international practices and educational programs that are successfully used in other countries is very important for us” – stated Serhii Verlanov.

According to Chairman of the STS, human recourses development was identified as one of priorities for the Tax service. That is why the joint project with GIZ Ukraine “Dual education: new form of personnel training for the STS departments” is of particular value for the new Tax service.

“This is the first project in Ukraine in the sphere of public service for quality staff renewal, forming a team of specialists who are able to adapt and realize new trends quickly”– noted Serhii Verlanov.

Involvement of perspective young human recourses is of great importance for the STS. Therefore, special attention is paid to work with students. Project “Dual education” helps students not only adapt to the team, but also quickly and successfully join the workflow, stay and keep working in the tax authorities. The Institute of Mentors helps them to solve these tasks who also learn to pass on the experience to young people within the project.

GIZ Ukraine trains the tax-mentors at Kyiv School of Economics. Mentors have already passed the first stage of training.

Implementation of project “Support to the Public Financial Management Reform” became another direction of successful cooperation between the STS and GIZ Ukraine. Within the framework of this project, a number of GIZ seminars were conducted for the STS representatives, particularly in the following spheres: international databases in the sphere of transfer pricing, training of transfer pricing mentors, system of taxation of excisable goods in the EU, as well as the use of indirect methods on verification of the taxpayers - legal entities.

During the meeting, both parties noted good prospects for further cooperation and expressed confidence in successful implementation of all joint projects.

On the 20th of June 2019, the STS, the SFS University, German Society for International Cooperation (GIZ) and Kyiv School of Economics (KSE) signed a Memorandum on the Implementation of Dual Education Elements Based on the Master’s Program in Fiscal Administration of Education and research institute of economics, taxation and customs affairs of the SFS University.
