We will help the industry to “whitewash” – Serhii Verlanov during working meeting on the development of the alcohol industry

Today on the 1st of November 2019, working meeting on the development of the alcohol industry chaired by the President Volodymyr Zelenskyi was held in Ternopil. Also in the meeting took part Chairman of the STS Serhii Verlanov who highlighted problems of the tax regulation on the turnover of alcohol and alcohol beverages and suggested concrete steps for the un-shadowing of the alcohol industry.

Alcohol industry has a high potential for development: last year, production of alcohol totaled 7.2 million decaliters that is only about 11% of the 1980s, when industry showed the best results.

There are only 17 actually operational alcohol production sites out of 84 existing. As a result, industry is showing downright low tax rates. During 10 months of 2019, Ukrainian State-owned Enterprise of Alcohol and Liquor Industry “UKRSPRYRT” has paid 194.9 million UAH to the state budget. Production and sale of alcohol beverages is also decreasing.

Chairman of the STS emphasized that increase in the amount of export can be an impetus for the development of the alcohol industry. “New marketplaces will provide both diversification of activity of the alcohol enterprises, expansion of value added chains in Ukraine and will create high competitiveness of the industry. The new tax service guarantees uninterrupted and prompt VAT refund to enterprises that export products honestly without manipulation with the tax reporting” – ensured Serhii Verlanov.

In his opinion, the semi-legal functioning of the industry slows down the “white” development. The task of the STS is to help the industry to “whitewash”.

“Our units will intensify the use of the analytical component, indirect methods in determining the tax base, fiscalisation from the production of alcohol, import of products to its final consumption” – Serhii Verlanov outlined the steps of the STS.

Implementation of video fixing during bottling of alcohol beverages at enterprises, introduction of electronic excise stamp with QR code, launching of mobile application “Legal excise duty” which allows carrying out public control over illegal turnover of alcohol and tobacco will strengthen the control. This app will allow citizens to file complaints.

Efficient cooperation of the tax service, customs, tax police and national police will contribute to the legalization of the industry.

“We will do all these activities solely for the purpose of forming a transparent, competitive, high-profit and brand industry of Ukraine” – emphasized Serhii Verlanov.
