Lesya Karnaukh: EU4PFM will continue to support changes in the State Tax Service, focusing on digitalization, European integration processes and improving risk management

Plans for cooperation between the State Tax Service and the EU4PFM project for 2026 – 2027 were discussed during meeting by the State Tax Service’s team led by acting Head Lesya Karnaukh and project expert Paulius Majauskas. Key areas of further two-year cooperation and priorities for providing technical assistance were identified.

“For the State Tax Service of Ukraine, cooperation with the EU4PFM is strategically important. Thanks to the EU’s support, we are successfully implementing reforms envisaged by the National Revenue Strategy until 2030 – we increase tax administration efficiency, strengthen taxpayer trust and develop digital services” – said Lesya Karnaukh.

According to her, thanks to joint work, Ukraine has already successfully passed assessment within the negotiation framework of Chapter 16 “Taxation”, which received positive assessment from the European Commission in the report 2025.

As a part of technical assistance, support for digital transformation of the State Tax Service continues – in particular, expert support for integration with the EU IT systems.

During the new cooperation phase, attention will be focused on the following strategic areas:

- Harmonization of legislation with the EU acquis, including implementation of the DAC8, CRS 2.0, CARF directives and FATCA Agreement.

- Development of the IT solutions and digital transformation – creation of automated risk management systems, information exchange with foreign authorities, data warehouse (DWH), e-Learning, as well as CRM systems of the Contact Center.

- Increasing human resources potential – training of State Tax Service’s employees on the EU acquis, management, leadership, communication, time management, emotional intelligence and anti-crisis skills.

- Development of the corporate culture – with an emphasis on the principles of inclusion, accessibility and gender equality, according to the European Union standards.

- Corruption prevention and improving integrity – through automation of conflict of interest monitoring procedures and introduction of modern transparency mechanisms.

- Exchange of the best practices in tax administration, risk management and taxpayer service.
