Questions that directly affect daily activities of business, support for the grant recipients, digital services and legislative innovations became subject of the open dialogue between the State Tax Service’s team led by acting Head Lesya Karnaukh and representatives of more than 60 enterprises of Vinnytsia region.
Event was also attended by Director of the State Employment Service Yuliia Zhovtiak and Head of the Vinnytsia Regional Military Administration Nataliia Zabolotna.
As acting Head of the State Tax Service Lesya Karnaukh noted, constant dialogue with local business is extremely important, especially in conditions when the new challenges are constantly arising due to the war. State Tax Service must respond promptly to them in order to help those who fill the state budget.
“I am grateful to entrepreneurs of the region for stable filling of both the state and local budgets. As this is about responsibility of every payer” – Lesya Karnaukh emphasized.
Participants, during the meeting, discussed:
- tax audits
Since the introduction of moratorium, their number has already been reduced by almost a third. And the most importantly, the approach has changed. State Tax Service works in a risk-oriented manner. Scheduled audits – exclusively according to certain criteria. Unscheduled audits – only if there are justified grounds;
- VAT for individuals-entrepreneurs
This is one of the most controversial questions recently. Simplified system covers millions of entrepreneurs. Most of them pay taxes conscientiously. However, there are those who perceive it as a tool for dividing business and minimizing tax payments. This is not the only unequal working conditions, but also colossal losses for the budget;
- block of tax invoices
Today, the average blocking rate in Ukraine is 0.1%, in Vinnytsia region – 0.09%. Despite this indicator, there are individual complaints. Each specific case is analyzed separately. All artificial barriers should be removed where business operates honestly. Where there are risks, the State Tax Service will respond appropriately.
Also, Lesya Karnaukh together with Yuliia Zhovtiak presented joint initiative of the State Tax Service and the State Employment Service in Vinnytsia region. This is a new service – system of tax support for recipients of grants for opening and developing business.
Tax Consultant Offices and State Tax Service’s Taxpayer Service Centers, in cooperation with the “Made in Ukraine” Offices, are involved in supporting future and already working entrepreneurs at all stages – from applying for a grant to running business.
Three grantees have already been able to assess how the system works. Oleksandr Petrusievych is a combatant in hostilities. He applied to the Employment Center for a grant as a Head of the LLC that sells mineral fertilizers and provides soil treatment services.
Anna Voskoboinyk received funds for equipment, storage and packaging. This is enterprise that was relocated to Vinnytsia region. Although they were forced to change the address of their production facilities, they did not lose their thirst for work, so they continue to develop their own business and pay taxes to fill the state and local budgets.
Svitlana Sulyma received a grant for equipment and materials for her sewing business. She was also able to see that getting consultation from the Tax Service is simple and very useful.
“All grantees can contact the Tax Consultants Office for individual consultations – regarding declarations, licenses, registration and use of RRO/PRRO, check status of settlements with the budget, etc. Consultations can also be obtained by phone at the State Tax Service’s Contact Center” – Lesya Karnaukh outlined.
