E-services, artificial intelligence and European integration: representatives of the State Tax Service spoke about the first steps of a joint project with Estonia

The first cooperation results between the State Tax Service and Estonian Tax and Customs Board within the framework of Memorandum were discussed by Heads Lesya Karnaukh and Raigo Uukkivi, during meeting of the Steering Board of joint project "Digitalization support of tax administration for the State Tax Service".

"Modern e-services and use of the artificial intelligence, as well as increasing voluntary tax payment and integration into the European information systems – all these are the steps in development of the State Tax Service, which we are implementing with assistance of our Estonian colleagues" – said acting Head of the State Tax Service Lesya Karnaukh.

According to her, cooperation between the State Tax Service and Estonian Tax and Customs Board is carried out according to Memorandum signed in February this year.

Interaction priorities: strategic management, digital transformation, integration with the EU information systems, development of voluntary tax compliance model and implementation of innovative service solutions.

Digital Tax Service. As Lesya Karnaukh noted, the State Tax Service is counting on considerable experience and technical support from the Estonian colleagues.

"Currently, 97.5% of all our taxpayers use electronic services. Therefore, having such a demand, we are working on a suggestion – creating a set of new solutions for transformation of tax processes. Perspective directions: E-audit, which we are already actively testing, E-excise, which will be launched next year, E-debt, E-forced write-off, E-in place audit, etc." – emphasized acting Head of the State Tax Service.

Integration of the State Tax Service into the EU information systems. Within the framework of Memorandum, Estonian tax officials will support harmonization of the State Tax Service’s information systems with the European IT solutions: VIES, OSS, CESOP, EMCS, CCN/CSI.

Quality management and service development. Estonian colleagues visited the Taxpayer Service Center in Kyiv and tested its services in practice, including barrier-free sign language interpretation, and during visit to the State Tax Service’s Contact Center, they got acquainted with communication practices with the taxpayers.

"Now we plan to qualitatively improve level of consultations, and with colleagues from Estonia we are working on the idea of ​​implementing virtual assistant based on artificial intelligence" – outlined Lesya Karnaukh. 

Compliance model. In September, the State Tax Service’s specialists in Estonia will learn tools to stimulate voluntary tax payment and their impact on budget revenues.

Strategic management. In modernization, the State Tax Service, it will also rely on the best practices of Estonian partners in automation process and agile governance of reforms. 

"This is just a part of projects that we will implement together. Estonian colleagues are also very carefully learning our experience of working in conditions of extraordinary security challenges. And I am glad that this cooperation is about mutual exchange and practical assistance" – emphasized acting Head of the State Tax Service.
