Number of blocked tax invoices and risky enterprises has halved since the beginning of year. This was announced by acting Head of the State Tax Service Lesia Karnaukh during the meeting of the State Tax Service’s team with representatives of almost 50 business associations and public organizations.
“Block of tax invoices – this indicator has halved since the beginning of year. Currently, it is 0.36%. And work on reducing indicator is ongoing. Number of entities classified as risky has also more than halved – from 27 to 13 thousand” – said Lesia Karnaukh.
In addition, she noted that there is a progress on suggested changes by the State Tax Service to Resolution № 1165, which regulates functioning of the monitoring compliance system of tax invoices / adjustment calculations with the risk assessment criteria.
“Ministry of Finance has approved our suggestions, which we submitted in April. This will allow us to systematically reduce number of blocked tax invoices, simplify registration procedure, increase efficiency of automated monitoring and minimize administrative pressure. We have already published this draft document in order to receive feedback from business” – she added.
Lesia Karnaukh emphasized that as for the court decisions position remains unchanged: there are the court decisions that have entered into legal force – tax authority implements them.
“This is unchanging position. If there is a tax error, we must correct it. Number of complaints about non-compliance with the court decisions is significantly reduced. But if there are decisions that harm interests of the state, we will not back down. We demand the same conscious position from the taxpayers. There is the court decision, comply with it. Do not try to delay time under far-fetched pretexts. This is honest position” – outlined acting Head of the State Tax Service.
Lesia Karnaukh also said that the State Tax Service is actively developing its vision of the pre-trial mediation.
“We can resolve many disputes without nerves and “red tape”. And not overload the courts, which are already overwhelmed with cases” – she assured.
Lesia Karnaukh also spoke about another initiative that should simplify work of business.
"I have instructed all structural units of central apparatus and regions to conduct audit of all administrative processes that are regulated by our orders or are based exclusively on the “established practice”. Where there is opportunity for simplification, we do it. Because if we require payers to submit this or that piece of paper that is not regulated by anything, let’s not waste our or payers’ time” – she noted.
Lesia Karnaukh also informed that the dialogue practice with business in regions will be continued, as demand for it is considerable.
“There are no small or unimportant questions for me. If business talks about this or that problem, it means it exists. It has not disappeared anywhere. Together with business associations, we have already outlined directions that require our joint coordinated approach. The main task is to let business work peacefully and at the same time fill the budget and ensure financial stability” – said acting Head of the State Tax Service.
