Practical steps to strengthen capacity of the Ukrainian Tax Service in four key areas were discussed during the meeting between Head of the State Tax Service of Ukraine Ruslan Kravchenko and Head of the Federal Public Service Finance of Belgium Filip Van de Velde.
Event was held as a part of screening at the European Commission under section "Taxation". According to Ruslan Kravchenko, the State Tax Service should introduce European standards in the tax sphere and Belgium experience is extremely important.
Focus of attention specifically was on the following questions:
- combating shadow schemes. State Tax Service studies Belgium’s best practices in the analytical approach to control, audit and combating tax evasion;
- international cooperation. First of all, it is about increasing efficiency of tax information exchange and BEPS;
- digitalization. State Tax Service continues to automate processes to minimize corruption risks, increase transparency and reduce burden on business;
- personnel development. This is about high-quality professional training of State Tax Service’s employees with support of the international partners.
“Another important aspect is Belgium’s experience in tax incentives, combating tax base erosion, interdepartmental cooperation and financial management” – Ruslan Kravchenko emphasized.
Head of the State Tax Service suggested to create advisory group with Belgian experts to support Ukraine on path of the European integration and harmonization of tax policy.
“Immediate plans are to sign a Memorandum of cooperation. We are already working on a comprehensive document. We are ready for a deep transformation for the sake of Ukraine’s European future” – Ruslan Kravchenko outlined.
