Reformation of tax system, particularly tax administration, was discussed during the meeting between Head of the State Tax Service of Ukraine Ruslan Kravchenko and representatives of the International Monetary Fund’s mission, led by Gavin Gray.
“This is constant effective communication between our institutions within the framework of fulfilling obligations undertaken by the Ukrainian Party according to Letter of Intent of the Government of Ukraine and the National Bank of Ukraine to the International Monetary Fund” – noted Ruslan Kravchenko.
Meeting took place in the context of the 8th review of the program under the Extended Financing Facility.
As Head of the State Tax Service noted, this is not the first meeting with colleagues from the IMF since the beginning of year. In addition to participating in the IMF missions regarding key questions of tax administration reform, the State Tax Service has reliable support from the IMF experts and receives technical assistance from three areas, which are also the IMF beacons for the State Tax Service:
- modernization of tax audit,
- implementation of tax risk management system,
- support for reform management.
Tax administration reform is being carried out by the State Tax Service according to the two key documents: Memorandum with the IMF on Economic and Financial Policy and National Revenue Strategy of Ukraine until 2030.
Ruslan Kravchenko informed the IMF mission representatives about what the State Tax Service is already doing to transform approaches to administration and change management. Attention was specifically focused on specific areas where particularly enhanced support is needed. Parties also discussed status of the State Tax Service’s implementation of the IMF’s beacons.
Focus of attention was also on compliance questions, namely: expanding the CRM model from experiment to a full-fledged system integrated into work of the entire State Tax Service, including territorial bodies.
Integrity sphere. New model for assessing trust towards the Service is being created together with Finnish colleagues – based on surveys and analysis of their results. State Tax Service is also working with them on structuring ethical model of the Service – developing Integrity code.
“Cooperation with the IMF, as always, remains extremely productive. We support and implement recommendations already provided by the IMF experts and continue to jointly transform the Service” – emphasized Ruslan Kravchenko.
