Ruslan Kravchenko: State Tax Service proves in practice constructiveness of cooperation with communities

Trans-carpathian region became the tenth region that Head of the State Tax Service Ruslan Kravchenko visited together with the State Tax Service’s team. More than 30 representatives of local business – from small to large had opportunity to talk with leadership of the State Tax Service during the meeting with participation of Head of the Trans-carpathian Regional Military Administration Myroslav Biletskyi and People’s Deputy Marian Zablotskyi.

A wide range of questions were discussed: block of tax invoices, administration of property taxes and taxation of sales on online platforms.

As Head of the State Tax Service noted, question that is increasingly being raised in regions is the possibility of transferring functions of administering property taxes (real estate, land) to communities.

"My position here is unchanged. As former Head of the Kyiv region, I know that problem is not in the mechanisms, but in a desire to work. State Tax Service is a supporter of constructive cooperation with communities and we prove this in practice. Communities, with assistance of the State Tax Service, should make a real inventory of local resources: real estate, land, contracts. This is what will contribute to revenues to local budgets. And it is precisely such algorithm that is effective work" – emphasized Ruslan Kravchenko.

Another pressing question is improving licensing process for brewers who produce beer in small volumes and want to move from a regular license to the status of a small producer. Particularly, this concerns terms for obtaining a license, list of documents and requirements for the material and technical base of such producers.

As Ruslan Kravchenko noted, working group has already been created at the State Tax Service to resolve problematic questions of small-scale production of alcoholic distillates, wine products and beer.

"In the near future, at the group meeting with participation of people’s deputies, we will discuss all questions and develop suggestions for amendments to the Law of Ukraine № 3817, which regulates production and circulation of excisable products in Ukraine and other possible ways of regulation" – outlined Head of the State Tax Service.

He also expressed his comments on the working results of the State Tax Service in the Trans-carpathian region in a number of areas. Territorial administration has to correct the situation until June 1.
