Serhii Verlanov: the STS ensures the completeness of budget revenues without any pressure on business

The STS successfully fulfills its budget-filling functions due to new administration approaches and measures intended at un-shadowing of the economy. This was stated by Chairman of the State tax service of Ukraine Serhii Verlanov on the air of program “Velykyi vechir”, channel NewsOne.

So, over January-October 2019 the taxpayers have transferred 489.9 billion UAH of taxes and payments to the General fund of the State budget – this is 69.4 billion UAH more than in the same period 2018. For example, indicator of the income tax over January-October 2019 has been executed by 106.3%. During this period, the income tax in the amount of 78.1 billion UAH was paid – this is 2.5 billion UAH more than over 10 months of 2018.

“New approaches to administration and measures intended at un-shadowing of the economy, including tracking supply chains, combating conversion and minimization centers, “gray” segment of the economy actually give a cumulative effect. This helps to broaden the tax base, making it possible to exceed tax revenue targets avoiding overpayments and pressure on business” – stated Serhii Verlanov.

Creating comfortable working conditions for honest taxpayers is one of the main tasks of the new Tax service.

“We began to block less tax invoices, less quantitatively and less in the amount. The STS does not allow blocking invoices of enterprises of the real sector of economy. We work very closely on the criteria and take a firm stance on the violations in this matter, make every effort to make the real business feel better, freer and more competitive” – emphasized Serhii Verlanov.

For this, the STS plans to intensify counteraction against the tax evasion. According to Chairman of the STS the short-term priority is counteraction against the “gray” market of alcohol and tobacco. “This is our next big counteraction, dedicated to the end of this year and the first quarter of next year. We will work very active in this direction” – stated Serhii Verlanov.  

Also, according to him, the STS will improve quality of the tax service. In particular, this will be facilitated by the reform of tax authorities following the model of a single legal entity.

“Transition to the single legal entity throughout Ukraine will allow us to optimize functions and management network, we will shift the emphasis, eliminate the duplication of functions. This will free up resources in order to improve service and call center operations” – said Serhii Verlanov.
