Open data - openness of the STS

The State tax service of Ukraine has published 40 basic datasets in the form of open datasets that are within competence of the STS and, in particular, those that were assigned to the SFS. Open data was published on the Open data portal of the Unified State Open Data Portal (data.gov.ua/organization/derzhavna) and in banner “Open data” on the main web portal of the STS (tax.gov.ua/datasets.php?q=).
As follows the State tax service as the successor in title to the rights and obligations of the reorganized SFS has fulfilled requirements of Article 101 of the Law of Ukraine “On the access to public information” and Resolution of the Cabinet of Ministers of Ukraine as of 21.10.2015 №. 835 “On approval of Regulations on the datasets in the form of open data” (with amendments).
Specified Resolution also determines 15 datasets for all providers of information - of which 12 datasets belong to competence of the STS and are gradually being published and updated.
Each of the datasets has its own frequency of updates on information resources, namely:
daily; weekly; monthly; quarterly; annually, within three working days since the amendment of such changes.
Therefore, the datasets in the form of open data, which are published and updated by the STS, can be used not only by the public, but also by public authorities, law enforcement agencies for the execution of their powers.
As follows, the STS publishes and further updates 40 basic datasets in the form of open data:
Register of the value added taxpayers
Information on cancellation of the value added taxpayer’s registration
State registry of registrars of calculated operations
Register of large taxpayers
Register of economic entities that carry out the wholesale of cognac ethyl alcohol (including distillate in the form of the main and tail fraction) and fruit based on a license for the production of cognac and alcohol beverages by cognac technology
Unified state register of producers of ethyl alcohol, cognac and fruit alcohol, ethyl rectified grape alcohol, rectified fruit alcohol, grapes, fruit alcohol, alcohol beverages and tobacco products
Register of electronic forms of tax documents
Unified register of economic entities that can sell the landless and state-owned property
Unified state register of equipment for the industrial production of cigarettes
Directories of tax benefits that are considered as a loss of budget revenue and other tax benefits
List of types of taxable objects
Information on the amount of reimbursement of the value added tax from the state budget
Information on admission of taxes and fees
Information on accrual of taxes and fees
Information on economic entities that have the tax debt
Information on admission of the single social contribution to compulsory state social insurance
Indicators of control work
List of territorial bodies of the STS, with addresses of locations
Unified state register of storage places
Information on the amount of overpayments of the tax liabilities, as a whole and in the context of basic taxes
Data on the tax debt: total amount, amount and amount of installments up to one year or more
Information on the number and outcome of appeals
Information on monthly admissions of taxes and fees (by types according to the budget classification code, by sectoral and regional section)
Information on monthly information on the submitted deferrals (installments) of payment of tax liabilities, write-off of tax debt (by types of taxes and fees and by individual taxpayers)
Information on quarterly budget loss information on the tax benefits (by type of taxes and fees)
Information on the number of scheduled / unscheduled inspections and its results
Information on the amount of accruals by acts of audits
Register of the single taxpayers
Register of the non-profit institutions and organizations
Register of the excise taxpayers on the sale of fuel
Licensed register of issued licenses on the wholesale of alcohol
