State Tax Service of Ukraine, Digitalization for Growth, Integrity and Transparency (UK DIGIT) project and Eastern Europe Foundation have signed a trilateral Memorandum of cooperation. The goal of partnership is to transform service model of the State Tax Service, automate internal processes and integrate Ukrainian tax space into the European one.
Memorandum was signed by acting Head of the State Tax Service Lesya Karnaukh, Head of the UK DIGIT project Danylo Molchanov and President of the Eastern Europe Foundation Viktor Liakh.
The first practical and tangible cooperation step will be the reengineering of priority tax reporting forms to simplify them and bring them into line with modern digital standards. Partners will provide expert, analytical and technical support for preparation of conceptual, methodological and technical documents necessary for implementation and development of digital services.
“Our task is to automate complex internal processes, reduce number of manual operations and make tax services more convenient, faster and clearer for each payer. We make all changes in constant dialogue with business, payers, specialized associations and experts. It is important for us to understand real needs of people. This saves time and resources for all participants in the process” – stated acting Head of the State Tax Service of Ukraine Lesya Karnaukh.
“This Memorandum confirms our systematic cooperation with the State Tax Service. By joining forces with the UK DIGIT project and involving resources of partners from the governments of the United Kingdom and Switzerland, Eastern Europe Foundation help the Tax Service build new service culture. Together, we are transforming complex procedures into simple digital solutions. Such cooperation is a key to transparent business environment and economic sustainability of Ukraine” – said Viktor Liakh, President of the Eastern Europe Foundation.
“Signing of the Memorandum consolidates our partnership with the State Tax Service and creates basis for cooperation on digital transformation of the Tax Service. Our common task is to implement modern European approaches, particularly the “Once Only” principle, when data is entered into the system only once, and then the state exchanges them between its registers. There is a lot of practical work ahead and the UK DIGIT project is ready to provide the State Tax Service with expert support at various stages of implementing digital changes” – concluded Danylo Molchanov, Head of the UK DIGIT project.
In addition, during the meeting, possibility of involving partners in modernization of the electronic document management system and updating the State Tax Service’s web portal was discussed. Given the reboot of the Electronic cabinet, a comprehensive approach to updating all digital platforms of the Service is the most logical and effective solution.
Implementation of the Memorandum will contribute to formation of modern service culture in work of tax authorities, increase trust in state institutions and reduce administrative burden on business. Optimization and digitalization of tax administration procedures will help taxpayers fulfill their obligations more easily, faster and with less risk of errors.
