State Tax Service, together with the World Bank, continues digital transformation: new solutions for services, analytics and risk management

State Tax Service, together with the World Bank, continues to implement digital projects that should make interaction of the taxpayers with the Tax Service simpler and work of the State Tax Service more effective, transparent and modern.

During the next meeting of acting Head of the State Tax Service Lesya Karnauch with the World Bank experts led by Jan Loeprick, parties discussed key areas of joint work.

“Together with the World Bank, we continue to work on digital solutions that change approaches to work of the State Tax Service. It should be easier for the taxpayers to interact with the Tax Service and for us to work more transparently – said acting Head of the State Tax Service.

The first direction is creation of Automated tax risk management system. We have already worked out the recommendations of the World Bank, updated technical requirements for the future system, and submitted documents for approval to the Ministry of Finance. Today the task is to focus attention on potential risks. 

The second is development of modern data architecture for the State Tax Service. Taking into account recommendations of the World Bank and the IMF, we already have a conceptual vision for creating temporary centralized data repository based on the Cloudera Data Platform. We will gradually form single environment for storing and analyzing data. Over time, the process will be scaled and integrated with the future state data repository.

The third is preparation of the Concept of Digital Transformation of the State Tax Service by 2030. This includes modern services for payers, automated paperless processes, use of the real-time data, and risk-based compliance management.
