State Tax Service, with support of the international partners, will begin the first stage of practical implementation of digital transformation

State Tax Service, with support of the international partners, will begin the first stage of practical implementation of digital transformation. This was informed by acting Head of the State Tax Service Lesya Karnaukh on the Facebook page. 

“Modern digital taxation is a requirement of the time and a huge demand of society. Together with World Bank experts led by Jan Loeprik, the entire team of the State Tax Service has been actively working on key approaches to the entire process for a week in order to have a concrete result. With support of our partners, we are ready to begin the first stage of practical implementation of the digital transformation of the State Tax Service” – she said.

Specialists of the State Tax Service and the World Bank jointly identified pilot projects, measurable results. We will focus on a data-driven approach – with an emphasis on CRM (Compliance Risk Management), analytics and performance indicators.

Transformation concept involves four stages. Currently, a roadmap for their implementation is being developed.

The first phase is implementation of a risk-oriented approach based on CRM, creation of a basic analytical environment and development of indicators. And the key for the State Tax Service is to ensure high-quality implementation of these solutions within the existing infrastructure and begin a gradual transformation.

Implementation of changes will be handled by the Digital Transformation Office, which is currently being created. It will include the State Tax Service’s specialists and independent experts who will work with support of the Swiss-Ukrainian EGAP program, implemented by the Eastern Europe Foundation.

In parallel, the State Tax Service is cooperating with the US Treasury Office of Technical Assistance. Specialists are working on creating business process map that will become the basis for further modernization.

“Quality data, its effective use and implementation of modern analytical tools are our priority. It is important to be able to process data faster, identify risks more accurately and make decisions based on analytics. That is why we are consistently moving towards a model where key processes are automated, managed and result-oriented.

“Support of international experts is not only about ability of the State Tax Service to adopt experience, but also about effective and prompt implementation of changes. Today, the Tax Service is consistently working to improve quality of administration and develop convenient services for the taxpayers. We continue to introduce modern approaches to work of the Tax Service” – Lesya Karnaukh added.
