State Tax Service of Ukraine continues to implement strategic course of reforms aimed at ensuring stable budget revenues, increasing level of voluntary tax payment and improving tax administration. This was stated by acting Head of the State Tax Service Yurii Koniushenko during the meeting with representatives of the World Bank led by senior economists Florian Blum and Jan Loeprick. Parties discussed key areas of further cooperation.
“Our strategic course of reforms remains unchanged. Also, in the context of military risks that affect business activity, important component of additional budget revenues is un-shadowing of the economy” – Yurii Koniushenko emphasized.
In the context of overcoming shadow economy, the State Tax Service, together with experts from the World Bank, is working on assessing the value-added tax (VAT Gap). Further work in this area will contribute to improving tax administration and increasing effectiveness of measures to combat shadow economy.
During the meeting, special attention was paid to increasing taxpayers’ trust in the State Tax Service. Service is awaiting results of the Global Taxpayer Survey, conducted with support of the World Bank. Data will allow assessing changes in perception of the tax system, comparing results with previous surveys, and determining further directions for the Service’s transformation, taking into account the taxpayers’ opinions.
Parties also discussed further development of automated tax risk management system and data management, which are important tools for making informed management decisions.
“Voluntary tax payment, risk management, digitalization, effective data management and taxpayer trust are interrelated components of modern tax administration. We are continuing planned reforms and counting on further expert support from the World Bank in implementing the identified priorities” – Yurii Koniushenko emphasized.
State Tax Service and the World Bank will continue cooperation in agreed areas. The next step will be to identify priorities for which expert support will help improve tax administration, strengthen the Service’s analytical tools and contribute to stable budget replenishment without creating additional pressure on honest business.
